STRATHKINNESS COMMUNITY COUNCIL.
Minutes of meeting held at 730pm on 7th October 2008 in the Village School.
Present:- Mrs. Mudie [Chair], Scott, Slack & Walker, Ms. Henshaw, Messrs.D’Angelis,
Duncan, Inverarity & Younger. Mr. Wilson [ School Parents Council]. Fife Councillor.

Community Policing:- Mrs. Mudie welcomed PC Wilson, who is standing in for Sgt.
McGlinn, the Community Officer, who is currently indisposed. PC Wilson briefed members
on the latest figures he had to hand for the speeding census. He also reported that
officers had recently done speed checks on the High Road and had not logged any speeding
motorists. Councillors asked that speed checks be carried out at peak times in Main
Street, as it was felt that commuter traffic was travelling too fast through the
village. PC Wilson cautioned villagers to be vigilant as the winter nights approached.
There had been 2 reported incidents of theft recently, a cycle had been stolen from
a garage in Mount Melville Crescent, and petrol had been siphoned from a car parked
on the High Road. Mrs. Mudie thanked PC Wilson for taking the time to attend the
meeting and looked forward to an update in the near future.
Minutes of the September meeting: Read and approved.
Footpath/Cycleway:- Continues to be investigated.
Public open space: Mrs.Mudie reported that a meeting was to be held with Messrs.
Headon and Fife Council Officials, to discuss the parameters laid down for the development
of the landscaped open space on the new site in the centre of the village. It was
not expected that work on the project for quite some time. Mrs.Mudie and Mr. Baxter
would represent the Council at the meeting. Mr. Wilson felt that the School should
be represented at the meeting. Mrs. Mudie was of the opinion that it was too early
to go into details of the project, this investigative meeting would be primarily
to determine the scale and funding of the project, and there would be future opportunities
for input to the project by interested parties.
Floral Display Group:- The Secretary was pleased to announce that he had received
a very generous offer of assistance to launch the group, from Mr. Verner of Strathkinness
Gardens. It was hoped to arrange a meeting in the near future to move the project
forward.
Kincaple Bus Stances: Councillor Melville reported that details were now to hand
for 2 proposed bus stances in Kincaple. Unfortunately, due to the positioning of
the stances and their proximity to the road junction, it would not be possible to
erect bus shelters.
Village Well: Mrs. Mudie reported that the drainage overflow from the village well
seems to have been repaired after remedial work on the new building site.
Village Information Pack: Mrs. Slack is continuing her research into the venture.
Fife Council:- Performance & Organisational Support- notice of licence application
in respect of the Strathkinness Church Remembrance Day Parade.
Details of review of Byelaws prohibiting consumption of Alcoholic Liquor in Designated
Public Places.
Fife Council:-Development Services:- Notice of application for amendments to several
plots on site in centre of village.-Community Council to express concern at the proposed
range of changes so soon after planning approval was given.
Notice of application for extension to Village Hall. No objections noted.
Statement of intent to prepare alteration to Fife Minerals Subject Local Plan.
Fife Constabulary:- September newsletter.
Digital UK at BBC Scotland:- Notice of meetings to be held to explain the impact
of the digital switchover scheduled to be phased from November 2008.
Fife Council:- Democratic Services:- Details of proposed networking session for
Community Councils.
Details of Data Protection training sessions.
Details of proposed re-establishment of Community Council Support Working Group.
Details of Scottish Government consultation on Town Centres and Local High Street.
Citizen Advocacy Development Project[ North East Fife] :- Notice of meeting on 30th
October.
Fife Elderly Forum Executive- Advocacy service for older people:- contact details.
Strathkinness Primary School- Parent Council- Copy of minutes of September meeting.
Bus timetable changes;- Cllr. Morrison had obtained a lengthy reply from Fife Council
[ Network & Planning] concerning the recent changes to the timetables. It would appear
that, despite significant disapproval from local users, there is little chance of
a return to the old services in the near future.
School Playing Field:- Mrs. Mudie reported that a deep , and potentially hazardous,
hole in front of one set of goal posts requires urgent attention. Cllr. Melville
would investigate the problem.
Broken Lamp post cover:- It was noted that door at the base of a lamp post in lower
Main Street had been broken. Cllr. Melville would take the matter up with the appropriate
dept.
Church Road, road works.- It was noted that road and kerb works would continue in
church Road for several weeks. Temporary traffic lights would be in operation.
Magus Muir- Bishop’s Wood. Complaints about the overgrown condition and the unacceptable
amount of dog –fouling on the public path had been received from members of the
Local Play-group, who had used the route on recent sponsored walk. Community Councillors
expressed their disgust at the irresponsible action of dog-owners who abuse the facility.
Councillor Melville is to take the matter up with the Countryside Ranger Service
to see what action can be taken.
Community Council website: Thanks are due to Stephen Younger for his sterling efforts
in re-activating the web-site. Thanks are also due to Patrick Jess, Bonfield Park,
for his assistance in the matter. Stephen intends to put any relevant information

Ninewells Hospital Car Parking: Mrs. Slack felt that a letter of protest should
be sent to the proprietors of the Car Park regarding the increase of parking charges.
