STRATHKINNESS COMMUNITY COUNCIL.
Minutes of meeting held at 7.30pm on 4th November 2008 in the Village School.
Present:- Mrs.Mudie{Chair], Scott,Slack& Walker, Ms. Henshaw. Messrs.Baxter, D’Angelis,
Duncan, Inveracity & Younger. Fife Councillors. Mrs. Melville and Morrison.
Apologies:- Mr. Mitchell.
Community Policing:_ Mrs. Mudie intimated that a new Community Police Officer had
been appointed, Sgt. Poole. He had tendered his apologies for being unable to attend
this meeting, and would be in touch in the near future.
Minutes of the last meeting:- Read and approved.
Footpath/cycleway:- The project requires further investigation into costings etc.
and remains ongoing.
Public Open Space:- Mrs. Mudie and Mr. Baxter reported on their recent meeting with
Headon Developments and Fife Council regarding the landscaping project. Unfortunately,
due to the downturn in the housing market the developers have decided to shut the
site down for the time being. They intend to complete the construction of the roadworks
relating to the site. The landscaping of the Public Open space would now be put on
hold until the site was re-activated. It was hoped, however, that detailed plans
and ideas could be considered for discussion in the months ahead. Headons had been
unable to give any indication as to the budget figure for the landscaping of the
site.
Village information pack:- Mrs. Slack intimated that work was continuing on the project.
Magus Muir-Bishop’s Wood:- Councillor Melville reported that she had raised the problem
of dog-fouling at the location , with the Ranger Service. They are to target the
site with leaflets etc. and speak with dog walkers on the footpath.
School Playing Field;- Councillor Melville reported that the large hole in the goal
area had been repaired.
Kincaple road works;- Councillor Melville reported that work on the A91 cross-over
point at Kincaple , was to commence shortly.
Bus Service:- Nothing to report in the way of changes to the service timetables.
Both Fife councillors intimated that there was considerable disquiet among bus-users
in East Fife. Complaints would, no doubt, be raised at the reviews later next year.

Fife Council Development Services:- Planning application in respect of extension
at 15 Drumcarrow Crescent. -no objections noted.
St.Andrews and East Fife Local Plan - Strategic Environmental Report. Notice of publication
of stage 1.and the consultation period which runs until 12th December 2008.
Fife Minerals Subject Local Plan- Finalised Draft Alteration.-strategic assessment.
Falkland in Bloom:- Reply from the Secretary, Mr. Allan, offering assistance in the
establishment of a Floral Display Group in the village.
Fife Constabulary:- Community Consultation Questionnaire.
Association of Scottish Community Councils:- Notice of Annual conference-22.11.08.
Street Lamps- Main Street- Mr. Younger reported that lamp Standard no.23 had been
repaired, but no.24 still required attention.
St.Andrews Green Belt Forum:-It was noted that the controversy continues with regard
to the legality of Fife Council’s Structure Plan -Strategic Environmental Assessment.
The Green Belt Forum has expressed concern at the on-going situation.
R.A.F. Community Forum:- It was noted that the RAF Liason Officer would be contacting
local schools individually, with regard to participation in events being staged at
the new Youth Centre at RAF Leuchars.
Hazardous trees/ hedges:- Mr. Inverarity raised the problem of dangerous branches,
which overhang roadways and paths, and wondered who is responsible for clearing them
up. It would appear that it remains the responsibility of the respective property
owners to ensure that the trees are in a safe condition.
Remembrance Day:- Mrs. Mudie was pleased to intimate that Miss Cowden had very kindly
agreed to lay a wreath on behalf of the Community, at the Remembrance Service.
