STRATHKINNESS COMMUNITY COUNCIL.
Minutes of meeting held at 7.30pm on 2nd December 2008 in the Village School.
Present:-Mr.Mudie.[Chair], Scott,Slack and Ms Henshaw. Messrs.Duncan,Inverarity,
Mitchell and Younger.
Fife Councillors. Mrs. Melville and Morrison.
Apologies:- Mrs. Walker. Messrs.D’Angelis and Baxter.
Community Policing:- Mrs. Mudie introduced the newly appointed Community Police Officer,
Sergeant Brian Poole, who explained his role in the community and the efforts that
were being made to keep crime at a very low level. He urged anyone who saw what they
considered to be suspicious activity, to contact the police as soon as possible.
His contact no. is 0845 600 5702. It was important, particularly at this time of
year, to be very vigilant in the protection of property. He reported that speed checks
had been recently carried carried out and it was noted that despite the publicity
regularly given to speeding in the village, the officers had had to remind several
local drivers of the speed limit in the village. In response to a question about
cycling on pavements, he was to speak to his colleagues who run the cycling proficiency
scheme, as to how the school children were trained under the scheme.He would also
look at the issue of vehicles being parked on pavements, which might be causing an
obstruction. Mrs. Mudie thanked Sgt. Poole for taking the time to address the Council
and looked forward to his regular updates.
Minutes of the last meeting:- Read and approved.
Public open space:-Mrs. Mudie reported that work on the building site had ceased.
The area of ground at the junction of Church Road and Main Street had been turfed
and planted. The bus shelter had still to be repositioned and the pedestrian crossing
required final works before commissioning.
Village Information Pack:- Mrs. Slack produced draft copies of the pack for Council
members to check and add any further information thought to be relevant. Mrs. Mudie
thanked Mrs. Slack for her efforts and urged members to suggest any changes or corrections
as soon as possible, to allow final publication of the pack.
Floral Display Group:-The secretary reported that he had applied for a grant to aid
with the establishment of the group and should have a decision on the matter in early
December. He reported that he would welcome more offers of assistance to participate
in the project. He was aware that the Primary School was planning a similar scheme
and it might be opportune to combine the projects. He would make contact with the
School and report next month.
Kincaple Bus Stop:-Councillor Melville reported that work on the project was now
in progress.
Bus Service:- There was no further information on this matter.
Remembrance Service:-Mrs. Mudie reported that due to illness, Miss Cowden had been
unable to perform the wreath laying ceremony on behalf of the Community Council.
Mrs.Lynn Walker had kindly deputised.
Fife Council-Transportation Services:- Guidance note on roles and responsibilities
for flooding issues.
FifeConstabulary:-November newsletter.
Fife Community Safety Partnership:-Autumn update.
Fife Council Community Services:- Acknowledgement of application for Floral Enhancement
Grant.
Fife Environment Trust:- Newsletter.
Fife Council Development Services:-A request to provide a street name for the 8 houses
that frontage on to Main Street, on the new development.The Council agreed that the
name should be " Glebe Row".
Fife Council- Licensing Board;-Information on applications in respect of Licensed
Premises.
Royal Air Force Leuchars-Community Letter:- Highlighting that the Youth Activity
Project would not be completed until Feb. 2009.
St.Andrews Day- Reception;- Mrs. Mudie reported that she had attended the Civic
Reception and Beating of the Retreat, on behalf of the Community Council, held to
celebrate St.Andrews Day.
St.Andrews & East Fife Local Plan:- It was noted that the Strategic Environmental
Assessment was in the consultation period. The progress of the Fife Structure Plan
Mrs. Mudie reported on the recent sudden death of Dave Walker of Bonfield Road. A
lifetime resident of Strathkinness, Dave always took a keen interest in village life
and had been a very regular attender at Community Council meetings for many years,
where his knowledge of local matters was greatly appreciated. He will be sadly missed
by his many friends and our thoughts are with his family at this time.
