STRATHKINNESS COMMUNITY COUNCIL.
Minutes of meeting held at 7.30pm on 3rd February 2009 in the Village School.
Present:-Mrs.Mudie [Chair],Scott and Slack. Messrs. Duncan, Inverarity, Mitchell
and Younger. Fife Councillors F.Melville and D.Morrison. Sgt. Poole.
Apologies:- Mrs. Walker. Messrs. Baxter & D’Angelis.
Community Policing:- Sgt. Poole reported that there had been an increase in police
presence in the Community. This was welcomed by all members of the Council. There
had been 6 speed checks carried out during the previous month, no motorists had been
charged with a speeding offence, although several had been given a warning. Sgt.
Poole is continuing with his efforts to improve the dog fouling situation. He is
arranging meetings with the Dog Warden to highlight the problem and his school poster
project is progressing. There had been 5 calls made to the Police Call Centre during
the month, from Strathkinness. All of these had been dealt with satisfactorily. Mrs.
Mudie thanked Sgt.Poole for his report
Minutes of the previous meeting:- Read and approved.
Matters arising :- Mrs. Slack reported that a welcome pack had been delivered Mr
& Rev. Wilkes, Alva Cottage,
Church Road.
Bus Service:- Councillor Melville confirmed that Service 64 was to revert to it’s
previous route, in April. Negotiations continue in respect of the other services.
Flooding;- The flooding issue in Lower Main Street is being investigated by Fife
Council. The water which floods onto the Main Street at the entrance beside the
Post Office has been getting increasingly worse during the recent spells of heavy
rain. The Council are talking to property holders to assist in tracing and rectifying
the problem.
There had also been some ponding of surface water on the new road surface outside
the school. This would also be checked by Fife Council.
Floral Display Group;- The Secretary reported that a meeting of interested parties
had resulted in over 20 individuals pledging practical or financial support for the
project. A further meeting had been arranged for 9th February when Keith Jackson and Ian
Barbour of Fife Council, Community Services, would be on hand to give advice on moving
the project forward. The Secretary expressed his thanks to the villagers who had
lent their support and hoped that others might come forward in the future.
Fife Council- Community Services :- Notice of Beautiful Fife Campaign 2009. Details
of changed to the existing awards system. Communities entering the competition would,
after assessment, be awarded either Bronze, Silver, Silver Gilt or Gold Certificates.
Judging would take place during the last 2 weeks in July.
Fife Council- Community Services:- Letter regarding Fife “Culture Talk” consultation
and creation of a new strategy and plan for Culture in Fife.
Fife Council- Development Services:- St.Andrews and East Fife Local Plan- S.E.A.
First Stage Environmental Report.- Consultation period extended to 6th March 2009.
Fife Council - Development Services:- St.Andrews & East Fife Local Plan - Community
Meetings. Report from meeting held in Cupar, and details of the Executive Summary
incorporating proposed modifications by Scottish Government.
St.Andrews Green Belt:- Mrs. Mudie reported from the last meeting of the Forum. Objections
continued to be levelled against Fife Council’s approach to the proposed Green Belt,
as outlined in the Structure Plan. The campaign is to continue to keep the proposal
at the head of any agenda for the St.Andrews Area.
Icy pavements:- Problems for pedestrians had been experienced during the recent wintry
conditions. An area of real concern had been the new pavements established in Church
Road. These had been particularly treacherous. Councillor Melville was to take the
matter up with Fife Council.
Verge on Church Road:- It was noted that a segment of the verge had recently been
eroded, beside the entrance to the Church. Councillor Melville was to take the matter
up with Fife Council.
Church Road Pavement:- Mrs. Mudie has spoken with Mr. Headon regarding the area of
earth verge which runs alongside the hoarding erected beside the housing development.
He has expressed no objection to flowers been sown there and Mrs. Mudie proposed
that annual wild flower seeds be sown this spring. This was agreed by the Council.
Mrs. Mudie has kindly donated the seeds for the project.
Sunnyside pavement:- It was noted that what appeared to be drainage water, was seeping
onto the pavement in the area of the bus shelter on Sunnyside. Councillor Melville
was to ask Fife Council to investigate.
Grit Bin on High Road:- It was noted that the grit bin at the crossroads required
attention.
Mrs. Mudie intimated that there had been three recent deaths of long time village
residents. Councillors expressed their condolences to the families of Mr. Bill Cooper,
Mr Harold Wade and Miss Iris Taylor .They will be sadly missed by their family and
friends.
