STRATHKINNESS COMMUNITY COUNCIL
Minutes of meeting held at 7.30pm on Tuesday, 2nd February 2010 in the Village School.
Present:- Mrs.Mudie[Chair], Mrs.Scott, Slack and Walker. Ms.Henshaw. Messrs.Baxter,
Duncan, Inverarity & Younger. Fife Councillors F.Melville & D. Morrison. Sgt.Poole.

Recycling Trial - Mrs. Mudie introduced Simon Jeynes from Fife Council, Environmental
Services, who gave an update on the recycling trial involving Strathkinness, Guardbridge
and Leuchars. It has been decided to introduce a green bin for cans and plastics.
This would replicate the very successful trial held in Central Fife, where recyclable
waste reached 71% of the total collected. The blue bin, currently used for paper,
would now be used for landfill waste, and the grey bin would be used for paper. Considerable
savings will be achievable once the project is rolled out throughout Fife. Information
on the extended trial will be issued to villagers during the next few weeks and a
public meeting will be held in the Village Hall at 7.30 pm on March 3rd 2010. Mrs.
Mudie thanked Mr. Jeynes for his informative presentation.

Matters arising:-
Floral Display Group:- The Group held it’s first meeting of the year to discuss the
plans for this summer. A snowdrop bulb planting project, involving the school children
has been arranged for Sat.24th.April 2010. A coffee morning will be held on the same
morning in the Village Hall to raise funds for the Group. The next meeting of the
Group is to be held on 10th February in the Church Hall.
Magus Muir:- No further information to date.
Strathkinness Traffic:- No further information to date.
Community Policing:- Sgt. Poole reported on the restructuring of Community Policing
in East Fife. The new scheme, Community Engagement Model [CEM] is aiming to deliver
a service which is more responsive to individual community needs. Community Officers
will be arranging bi-monthly meetings in their respective areas open to all parties,
including Community Councils. The Officers have been designated to specific areas
and it is felt that this will lead to a more effective utilisation of the officers’
time. They will not be part of the area’s response policing, allowing them to be
focused on community matters such as Neighbourhood Watch etc. Sgt. Poole has taken
up the new position of Community Sergeant, based in St.Andrews. Mrs. Mudie thanked
Sgt. Poole for all the valuable assistance he had given the Council during the past
year and looked forward to hearing from our new Community Officer Brian Robinson,
in the near future.
High Road Path:- No further information available to date.
Phone Box:- The Secretary reported that he had had no response from BT to date regarding
further details of phone box acquisition. It was noted that Fife Council had rejected
the BT programme for removal of phone boxes in Fife. Further information is awaited.
Dog-fouling:- Mrs.Mudie again highlighted the problem of dog-fouling in the village.
The situation appears to be getting worse. It was agreed that a representative of
the Dog Warden Service be asked to come along to a Council meeting to see what further
action is required to remove this blight on our community.

to 60 Main Street. No objections noted.

Bus Service Changes:- Amended service schedule changes are to be introduced from
15th February. The difficulties of getting from the village to Ninewells Hospital
were again highlighted by Councillors .
Church Road Street Lighting:- It was noted that the new street lights in Church Road
appear to be going off and on at the wrong times. Councillor Melville would investigate
the matter.
