STRATHKINNESS COMMUNITY COUNCIL
Minutes of meeting held at 7.30pm on Tuesday,2nd March 2010 in the Village School.
Present:- Mrs.Mudie[Chair], Mrs.Scott, Slack and Walker. Miss Mitchell. Mr. Inverarity. Fife Councillor D. Morrison.
Apologies:- Messrs. Baxter, D’Angelis, Duncan & Younger. Fife Councillor Melville.
Minutes of the last meeting:- Read and approved.
Matters arising:-
Recycling Trial:- Reminder that a public meeting is to be held in the Village Hall at 7.30pm on 3rd March.
Floral Display Group:- Coffee Morning and Snowdrop Planting to be held at10am on Saturday 24th April in the Village Hall.
Village Well:- The flooding problem caused by the well overflowing this winter has been traced. Remedial work will have to be carried out to the drainage system crossing Church Road at the point opposite the well.
Magus Muir:- No further information to date.
Strathkinness Traffic:- No further information to date.
Community Policing:- Mrs. Slack had attended the Community Policing meeting on 24th Feb. Speeding traffic had been the only matter discussed.
High Road Path:- No further information available to date.
Phone Box:- A letter had been received from BT regarding the electricity supply to the phone box and to the subsequent responsibilities , should the box be purchased. Significant costs could be incurred in the future. It was agreed to do nothing further at this stage in accordance with Fife Council’s stance on the subject.
Dog-fouling:- Mrs.Mudie had met with Robbie Blyth, Fife Council Beach and Coastal Officer who had organised the Green Dog-Walking Pledge. It was felt that this could be adapted to work within the village. The Councillors decided not to ask the Dog Wardens to speak with the Community Council at this stage. Fife Councillor Dorothea Morrison provided a supply of leaflets from the Dog Wardens for distribution throughout the village. Mrs.Walker is to arrange for an additional leaflet, concerning the dangers to children when dog excrement is not cleaned up immediately, to be distributed at the same time.

Greenspace Strategy”drop in”Consultation- notice of meeting at Elmwood College on 18th March.
Fife Constabulary:- Invitation to attend North East Fife Policing Plan Launch event at Cupar on 25th March. Notification of appointment of New Police Command Team for North East Fife.
Strathkinness Primary School Parents Council:- Copy of letter to Education Dept. expressing concern about the anticipated increase in pupil numbers.
Scottish Health Council:- Annual Report- 2008/9.
Fife Council Licensing Team:- Information re Strathkinness to Blebo Craigs Cross-Country Race to be held on 5th May.
British Telecom:- Further information regarding adoption of Phone Box. Outlining responsibilities for electricity etc.

Newspaper Report:- It was noted that a recent report in The Courier had referred to Strathkinness Traffic Calming Measures. On investigation it was realised that the reference should have been in respect of Strathkinness High Road, St.Andrews. The matter had been rectified by The Courier.
Green Belt Forum;- Mrs. Mudie would continue to represent Strathkinness on the Forum for the next year. The annual membership application form had been completed accordingly.
RAF Leuchars- Local Forum:- Mrs. Mudie and Mrs. Scott had attended the meeting held on 24th February when the following matters were discussed :- The aircraft are to be deployed to Lossiemouth whilst remedial work is carried out to the runways. The Regimental Squadron are to based at Leuchars and this will mean an increase of 178 personnel by the end of the year. The Local Primary Schools Sports Days are to be held on 26th May and 29th November 2010. Car Parking during the Air Show is being restricted to 1000 cars within the base. All other vehicle users will be required to complete their journeys on the extensive park and ride system from Seggie, Strathtyrum and Newport [Strawberry Fields]
Speed Limit – Guardbridge Community Council are currently campaigning to have a speed limit imposed on the main road between Guardbridge and St.Andrews in view of recent serious accidents. They are seeking the support of Strathkinness Community Council. Mrs Mudie suggested that the campaign should be linked with our efforts to improve the road safety at the Lower Crossroads.
