STRATHKINNESS COMMUNITY COUNCIL

Minutes of meeting held at 7.30pm on Tuesday, lst September 2009 in the Village School.

Present:- Mrs. Mudie [Chair], Mrs Scott, Mrs Slack, Mrs  Walker, Mr Younger, Miss Lauren Mitchell  &  Fife Councillors Frances Melville and Dorothea Morrison.

Apologies:- Messrs. Baxter, D’Angelis., Duncan, Inverarity, Mitchell & Sgt Poole

Youth Representative:  Miss Lauren Mitchell who attended the meeting explained that as her brother, Greg, was now 18 he had suggested that Lauren, who is still under 18, should come in his place as the Youth Representative.  As Greg had been co-opted as Youth Representative when he volunteered (there being no other volunteers) it was agreed to co-opt Lauren as Youth Representative in his place and Mrs Mudie and the members welcomed her warmly.

Minutes of the last meeting:- Read and approved with the addition of Mr Younger to the list of Apologies and the deletion of an extra “been”  from the Community Policing paragraph.

Matters arising:-

Floral Display Group:-Mrs Mudie read an invitation from Fife Council to the Award Ceremony to be held in the Rothes Hall, Glenrothes, at 6.30pm on September 16th.  Mrs Mudie and Mr Duncan were away that day but Mrs Brenda Lawrie had volunteered to go and possibly Mrs Scott and Mr Younger.

Street lighting;- The problem with the new street lighting in Church Road has been dealt with.   Mrs Scott reported that a number of street lights are out.  Cllr Melville & Cllr Morrison agreed to report this.

 Bonfield Park Recycling-Bin Screening;- Since this work had been completed a number of slats from the back of the bins have been stolen. New slats and chicken wire will be installed.

Magus Muir: Cllr Melville read a report from Graham Sutherland in which he suggested that the management of the woodland could be undertaken by the community.  This did not meet with approval as it was a departure from the arrangements put in place when the area was purchased. It was agreed that the Councillors should take the matter to the local office meeting and discuss it further.

Kincaple Traffic Calming Survey:  This is on-going, there is no news yet..

Strathkinness Traffic:- The proposed site meeting for Community Councillors and Fife Council Transport Officials to review the traffic calming measures which have now been in place for some time has not yet taken place.   Cllr Melville offered to remind Gordon Hughes about this and to suggest a site meeting at the end of September or early in October

Community Policing:- In the absence of Sgt. Poole, there was no report.  At least two speed checks on Main Street had been noted.

‘Bus timetables:  There was concern at the lack of a through service between Strathkinness and Ninewells Hospital since the 96 service had been reduced to a few ‘buses morning and evening and terminated at the Dundee ‘bus station. Cllr Melville & Cllr Morrison agreed to bring this to the attention of the ‘bus company.

School Playing Field:  As this area is not fenced it would not be possible to make it a “Dog Free Zone”.  There was continuing concern about the amount of dog-fouling on the field. It was suggested that fliers stating the dangers of dog-fouling and the penalties for it could be distributed to every household. It was agreed to invite the Technical Officer for dog control or his deputy to come to a Community Council meeting.

Green Belt: Mrs Mudie intimated that she was to attend a meeting with representatives from the Rural Community Councils to discuss the outer boundaries of the Green Belt prior to consultation of the Local Plan.  She asked for the Committee’s views on the boundaries of the Green Belt.  After some discussion, the view of those present was that the Green Belt should be extended to the West of the village.

Grass Cutting: It was thought that the grass at Muddy Ways had been cut and it would be checked shortly.

Beautiful Scotland Neighbourhood Award: The village was judged on Friday 29 August.  The judges had been impressed by the Committee’s efforts to involve the school. Two children from the school Gardening Club had shown the judges round the playground tubs and the school garden. The results will be known in the next few weeks.

Caravan Site at Nydie:  The tenting and caravanning on the site is licensed by the Caravan and Camping Club and they have all the necessary exemptions.

Pettycruik flooding:  Drainage works after the recent heavy rain and flooding are being undertaken.

Additional Verge Grasscutting:  This has been done as requested

Recruitment for Children’s Panel: letter inviting submissions for membership of the Panel.

Planning Applications:  it was reported that planning applications for the Starfield area and for ground at Bramley House had been submitted but the Council had had no formal notification about either and no one had contacted the Council about them.  Cllr Melville and Cllr Morrison agreed to look into this as this is not the first time that planning applications had not been copied to the Council

Footpath & Cycleways – Strathkinness to St Andrews via the High Road:  It was agreed that Phil Clarke, Engineer Planner (Transportation) should be invited to walk down the High Road accompanied by members of the Community Council.

Armistice:  Mrs Walker agreed to order the wreath for Armistice Sunday.  It was agreed that Miss Eveline Cowden should be asked to lay it.  

Air Show Parking Restrictions:  These would be in force but Mrs Mudie reported that she had had no information about unilateral parking on Main Street.

Death: The death of Mr Andrew Dingwall, Anderson  Place, was noted and sympathy extended to his wife and family.

Brown Bins – Mrs Walker reported that a neighbour who had been told at the information meeting about the new refuse collection that he could request a second brown bin if he had a large garden and needed one had had his request refused by a Council official.  Cllr Melville agreed to check this.
