STRATHKINNESS COMMUNITY COUNCIL
Minutes of meeting held at 7.30pm on Tuesday, 6th October 2009 in the Village School.
Present:- Mr. Younger [Chair], Mrs Scott, Mrs Slack, Mrs Walker, Miss Lauren Mitchell,
Ms. Henshaw. Messrs. D’Angelis, Duncan & Inverarity. Fife Councillors Frances Melville
and Dorothea Morrison.
Apologies:- Mrs. Mudie. Mr.Baxter & Sgt Poole.
Minutes of the last meeting:- Read and approved.
Floral Display Group:- The Secretary reported that the Group had won a Silver Award
in the Beautiful Fife Competition and had also won the Judges Award for Community
Involvement. This was an amazing success for the Group which had entered the competition
for the first time. Thanks were due to everyone who had participated, and a small
celebration would be held on 28th October for all who had assisted. Fife Provost,
Councillor Frances Melville had kindly agreed to come along and give a few words
of encouragement for the next stage of the project. Unfortunately one of our main
helpers, Hugh Lawrie, suffered a heart attack last month. He is on the mend and will
soon be back to give us his valued assistance. We have had no word so far as to
how we fared in the Beautiful Scotland Neighbourhood Awards Scheme, but should know
by the end of October.
Magus Muir: Cllr Melville reported that the matter was on the agenda of the Locality
meeting due to take place on 7th.Oct. She would report back to the next meeting.
Strathkinness Traffic:- The proposed site meeting for Community Councillors and Fife
Council Transport Officials to review the traffic calming measures which have now
been in place for some time will be arranged for later this month., when Mr. Hughes
returns from holiday.
Community Policing:- Sgt. Poole had submitted a written report and made the following
comments:- Four speed checks had been carried out in recent weeks , with a number
of warnings being issued to drivers. One incident of poor driver behaviour had led
to a driver being traced and reported to the Procurator Fiscal for Dangerous Driving.
A supply of 20MPH bin stickers have are now available and will be issued shortly,
as part of an anti- speeding campaign. He continues to liase with the school in respect
of the Cycle Proficiency Scheme, and is also keen to keep the children involved in
the anti-dog fouling project. He is still looking for a Neighbourhood Watch Co-ordinator.He
also congratulated all who had participated in the Floral Display Group and said
that the village was worthy of the recognition it had received.
Bus timetables: There was still concern at the changes being made to the timetables
and routes. Councillors Melville & Morrison both reported on recent meetings with
the bus companies and it was felt that the current changes will stay in place for
a few months, at least until they can be evaluated.
Dog Fouling:- Mr.Morrison, the Headmaster, had contacted Councillor Melville with
regard to the continuing problem of dog-fouling . He was more than willing to promote
the issue via the school.
Green Belt: It was noted that the Rural Community Councils had agreed to support
the Tyldsley Option, in respect of the St.Andrews Green Belt Proposal.
High Road Path:- Councillor Melville reported that a feasibility study was being
carried out, by Fife Council, in respect of the provision of a footpath between Strathkinness
and St.Andrews. It was to be hoped that the Community Council would be asked to participate
in the process.
Brown Bin:- Mrs.Walker reported that the problem she highlighted last month, had
been resolved.
Fife Council Planning:- Application in respect of erection of house in garden of
34High Road. After considerable discussion the Council did not support a move to
object to the application.
Scottish Ambulance Service:-Newsletter outlining future strategy.
Fife Council Floral Enhancement Grant Scheme 2010;- Application form.
Fife Council- details of Community Council Seminar on Sat.7th.Nov.2009.
Scottish Government:- Details of changes to Scottish Planning System.
Scottish Government:- Copy of letter concerning the Input into the management of
Common Good Funds.
Armistice: Mr. Duncan would lay the wreath on behalf of the Community Council at
the Armistice Service.
Recycling Site:- Lauren Mitchell wondered if anything could be done to improve the
lighting in the area of the recycling bins at Bonfield Park. Councillor Melville
would investigate the matter.
Road closure:- It was noted that the B939 road would be closed between Strathkinness
and Pitscottie during the month of November. This was to allow repairs to be carried
out on the Blebo bends.
