STRATHKINNESS COMMUNITY COUNCIL

Minutes of meeting held at 7.30pm on Tuesday, 3rd November 2009 in the Village School.

Present:- Mrs.Mudie [Chair], Mrs.Scott, Slack & Walker, Ms Henshaw, Miss Mitchell. Messrs.Baxter, D’Angelis, Duncan, Inverarity & Younger. Fife Councillors Frances Melville and Dorothea Morrison.

Minutes of the last meeting:- Read and approved.

Matters arising:-

Floral Display Group:- It was reported that the Group had been awarded a certificate of Outstanding Achievement in the Beautiful Scotland Neighbourhood Awards Scheme for 2009.

This had been a remarkable success considering that it was a first attempt in the competition. The judges had praised the village school children for their efforts, and overall the group had made excellent progress in improving the appearance of the village. Congratulations are due to all who assisted, both practically and financially, in the project. The planters would soon be cleared for the winter planting programme.

Magus Muir: Councillor Melville reported that the management of the site was now under review and she would report on progress when it became available. Complaints had been received about the damage being caused by horses using the pathways.

Strathkinness Traffic:- Site visit still to be arranged.

Community Policing:- Sgt. Poole was on annual leave had submitted a written report and made the following comments:- Further speed checks had been  carried out in recent weeks , with a number of warnings being issued to drivers. The G20 Summit being held in St Andrews would  have policing priority and would mean that local patrolling activities might be reduced temporarily. He noted that there had been a serious accident at the lower cross-roads and that there had been an issue with the illuminated warning signs. The matter was being investigated.

High Road Path:-  No further information available to date.

Lighting at Recycling site-Bonfield Park:- The matter was being investigated by Fife Council.

Headon Developments:- Notice of public consultation meeting to be held on 24th November in St. Andrews, in respect of the St.Andrews West Development as outlined in the St Andrews and East Fife Local Plan.

Fife Council-planning:- Application in respect of alterations at Gorries, Kincaple. No objections noted.

Fife Council-planning:-Application in respect of extension at 1 Wilsons Place. No objections noted.

Fife Council-planning:-  Application in respect of  extension and new build at Denbrae Farm. No objections noted.

Flooding:- Complaints had been received concerning the amount of flood water that had affected the Bonfield area during the recent heavy rains. Many of the run off gullies from Nydie towards the village are silted up and the surface water was pouring directly down through Bonfield Park onto Bonfield Road. Councillor Melville would take the matter up with the Roads Dept.  It would appear that the remedial work taken to minimise the previous flooding problem in Sunnyside and Pettycruick had been fairly effective, with no reports of major flooding.

Road Surfaces:- Several roads in the village are showing increasing signs of wear and tear, with  numerous potholes beginning to appear. The situation would only get worse with the onset of winter. Councillor Melville would highlight the problem to the Roads Dept.

Hedges:- Villagers are reminded to ensure that any hedges do not cause an obstruction to pedestrians on pavements.

Structure Plan:-   Details had now been released of the St Andrews and East Fife Structure Plan. The proposals show the eastern edge of the village to be on the limit of the proposed Green Belt. A site for the erection of up to 12 houses has been identified in the area of Bonfield Park.  A lengthy discussion took place regarding the St Andrews West Plan and the likely impact on Strathkinness. The Consultation period concludes at the end of December and should any villager wish to participate in the consultation they can get full details of the plan at the Fife Council Local office in St Andrews or on the Fife Council website. The Community Council would be preparing a response to the Structure Plan in the coming weeks.
